@GaryMahmud Gambling is for money and you often get nothing out of it. Lottery is a system of chance that always have a reward. You're paying for a random item...not a chance, itself. Or "Mystery Boxes" and the like would also be gambling. At least where games are concerned. Other lottery systems are most definitely gambling...
 
@GaryMahmud It's not a bet, just a game of chance. Or do you think buying a set of Yu-Gi-Oh or Magic: The Gathering cards are gambling, too? Those are also completely random and you just got to hope you get a card/s that's usable for your deck.

@GaryMahmud are baseball cards gambling then? You don't always get what you want, but according to the government, they aren't considered gambling.
 
Baseball cards aren't gambling since you get something of physical value which can be sold for a profit later, while gacha and loot boxes are since all you get are what amounts to a few KB or MB of data which aren’t physical and have no inherent value of their own aside from that of the game it’s in. There was a whole senate hearing on this alongside many government bodies who discussed this in great detail. Gacha is gambling while trading cards are a gamble but not gambling, you may not know what you’re going f to get but whatever you do get is something of physical value.
