Decent chapter... Though I miss the romantic antics of previous chapters. I also sense less potential as a side character from Amane than Juju and her sister, it feels like he's simply an independent adult who cosplays casually for self-expression, not as passionate or as complex. The arc was 4 chapters long, which felt dragged out.
Sure enough, he's not trans. This is a Japanese manga, and the common sense of Japanese manga is that as long as you're still biologically a guy and don't make a dramatic lifestyle change where you crossdress every time you're outside the house, of course you'll still identify as a guy. There's no concept of pre-op trans in their culture, at most it's just cute guys who have an inner girl that they let out when they crossdress.
To the people who are making "not gay" disclaimers in the comment section... even if Amane was trans (and the chapter made clear he isn't) less than 20% of trans women are attracted to men (source: Wikipedia's "Transgender sexuality" entry) so it was never likely he'd be gay.
