It feels like this twist with Pipi and Meme wasn't planned from the start. Or at least the plan changed at some point due to time constraints.

Pipi is actually Leana. In the raws for chapters 116 to 119, it gets revealed that both she and her sister, Meme are actually the daughters of King Barbaros.
The Leana that we see that currently with Lacile is actually from 10 years in the future thanks to a time paradox.
It also gets explained that both Leana and her sister are part Lusa too. Which explains why that Lusa tribesman was able to sense her powers back during the Tomb of the Lusa King arc.
Also why Leana has those powers like when she revived Lacile back from the dead after he got killed during chapter 4 and also how she saved all those Rato villagers from that dragon during the Rato versus Tsuta arc too.
