Everyone has been introduced just one chapter ago.

There are these fake photon carriers doing petty theft just to get by - these are the kids.
They happened to chance upon a wallet with scandalous things inside.
Now the syndicate - the old men - are out to get them.
They also hired some punk-looking thugs to find them - these are the ones who attacked the kids who went out shopping.

The fake photon carriers are people of interest for the protagonists as they are looking to reunite with the rest of the gang. What better clue would there be than to meet some copycats.
