Yeah, he didn't say anything yet about lowering them so the citizens are still pretty well fucked until he does so since it sounded like the other guy just tended to raise them on a whim until they were basically starving people to death.

I think the TL needs to take a bit of a creative license to this story to improve the lines. The original story by the author doesnt seem to be that good. Reminds me of the anime "ghost stories" that was just absolutely horrible, it was so horrible that a studio picked up the license for it on the cheap and then just redid every line entirely and changed everything about the story and made it into a comedy... and people loved it. You really can turn trash into treasure. Though in this case, the story just needs some fixing up so it makes more sense and everyone isnt so damn stupid.
