Midgets are not people who stop developing. Midgets =/= children. Subaru is biologically a kid. Who the hell is gonna believe his girlfriend: this child I’m living with is actually a younger version of my boyfriend.

He has a biometric passport (at least it looks like in the manga) with fingerprints or retinal image. These things are hard to fake even if you look like a kid. So the midget setting is a way to go.
