'interfering' may not be the best word, but I'm not sure how to describe it - maybe 'partial destruction?' partial obstruction?' : the picture had to nailed down to the vertical post for someone to not accidentally kick it aside. but if the vertical post is for public platform use, memorial/grave makers can't just just nail a picture to the bottom.

also, public posts by a train station are generally used as a leaning post for elderly/disabled, or as a boundary so people get on the train in a more organized way, and don't accidentally overstep/ fall onto the tracks., but with the framed picture below, it's an easy tripping hazard.
