Status effects, counterattacks, there are plenty of ways for him to inflict damage even if he didn't initiate combat.
Also he can initialize combat with his curse shield, using iron maiden and blood sacrifice (not that he should in this situation)

@jeikob Did you even read the previous chapters? His level was reset to 1 and most of his shields were sealed. He had trouble killing balloons when he was level one in his world and you think he can win against those people? And if he caused the commotion then, not only he needed to fight with those guys but even the guards will come after him. That's why they needed to sneak into there at night.

@Arcann the manga is handling the scene a bit different compared to the novel but this is how the novel goes.

Naofumi uses prison shield so that both are in the shield and with the Nue shield he tortures the dude until he passes out, after that everyone wakes up and Naofumi is forced to flee. From the looks of it in the manga everyone is going to get tortured instead of one guy.
