Noguchi was likely to be like Katou back in the day but quit halfway in reforms to be the corrupt man that he is today. So Katou as a successor has the same rebellious and proud spirit which is the very reason why they're both worthy of professorship. Kirishima has no idea how much of a edge they have in this election. Being a ass kisser is the mark of a subservient nature while a go-getter like Katou who keeps up with her merits and is political astute makes her authoritative figure.
