It's a oneshot from the same mangaka that usually included in a tankoubon, it's not wrong manga.

Story placement depends on if it was published in the same manga volume as the villainess story - some artists have permission from editor/publisher to post an unrelated one shot in the back of their ongoing manga to see if there is any interest in it - if so it might be allowed to be developed into a full manga. Or, it might just be a chance for artist/author to tell that particular one shot story because it would not get published in any magazine otherwise
