@IMACOP no he made sure that such an incedent did not turn international and might hurt his country. Those herbs might be very hard to get from any other country and be needed in several medical treatments.

i do agree that the other guy got of light with this but it was the best he could do without turning it into a bigger sh*t fest.
 
They have yet to reach production rates where they don't need the other country anymore. The condition was that he showed results, which means they are well on their way, but its not like they have reached national scale yet. Ideally, we kick the garbage out of this country, and subjugate them once we start producing excess herbs.

Just send in a giant dog to step on the kings head. (I considered causing a drought and getting rid of their source of income, but I don't want to upset Hesui)
On a side note, don't we need to check his living quarters for kidnapped/raped women/children?
 
@Guspaz I think @Fuko was implying that the king took Aria as a mistress. Not that we have any proof of that whatsoever.

@IMACOP It's also his duty to his people to keep positive relations with other countries to prevent embargoes of vital goods. (or worse: wars) He gave the guy a warning and made it obvious that he won't stand for tyranny towards his subjects, which was good enough considering he didn't want to scar relations with that guy's country.
