You can't win off a tile you have dealt yourself before.
You can't win off a tile which was dealt by someone else that turn and you passed on it.
So if a turn passes you can win off that tile you have passed on before.

If you're in riichi, you're in furiten if you pass a ron until the end of the round.

If you're not in riichi, you're in furiten only until it's your turn again. You don't need to change your hand either.
