My guess is that unlike typical magic where you recite the chant and magic happen, her and her dad's magic are mostly controlled by their emotions.
And unlike his that bring forth cold/destructive effect, hers is one of positive feelings/happiness.

It'd explain why she never manifested her magic when she lived with that shitty family, and why only now when she open up to him that it's appearing.

The way I see it, the restrictions were placed on him by the country and work everywhere, not just at that house. It probably restricts the type and power of magic he can do without it rebounding back on himself. I understand the country doing it, but idk why he'd accept the chains.
