My guess of why they didn't send the Survey Corps instead of the Hero is because the Survey Corps don't operate on concepts such as "collateral damage", "civilian casualties", or "war crimes".
Hell, "even humans fear their inhuman inclinations"
You don't go full scorched-earth if you have other options
