The MC is an incoherent mess because the author can't stop bitching about the man. His need to bitch is so great that he is blinded to common sense, like the realization that hospitals run on electricity. Spoiler but in ch1 he complains about the government prioritizing reestablishing the entire country's power grid over investigating a handful of suicides distributed all over the country.
