This is just very low key blueballing combined with learning a few kansai slang words that are translated to english slang so it defeats the educational purpose anyways.
This manga is trying to be a shota / oneesan version of Boku no Imouto wa Osaka Okan.
It's just doing a very bad job.

This manga seems to have a ton of word play that can't be properly translated into english so it really loses it's impact and you end up with low level shota X oneesan bait.
