I think that the comedy is more due to the "gap" of forcing a honor-discipline-comitee-student to discover the more perverted face of her world and her freak outs doing so.
And THAT is the soft stuff. Pray that the store doesn't have a BDSM section or this will turn like Nana to Kaoru...

The comedy is low and is barely being compensated with the fanservice. Either the comedy improves or the ecchi goes one step beyond, if not this is going to be pretty dull.
