I'm so confused with the setting. Is it a blend of historical and modern periods. If helicopters exist, then why do they need horse-drawn carriages?

@deliriumskiss Its not a need its probably a rich people thing what pops our more a car which is a common mode of transportation or a horse drawn carriage.
If you want to draw attention you gotta go expensive and or go creative
