In chapter one she says all the negative thoughts from the mute girl are throwing her off, so I can only assume she cannot choose who she reads. As for everyone, I guess if she has had it all her life, it is probably just like hearing for her. So used to it, she automatically filters out stuff that doesn't interest her, unless it is overriding and right next to her.
