So from Lornah's words, and hatred of Cecil for reasons that are wrong now, but would be true of the original otome version, it seems Lornah is another Japanese transplant that is a psycho otome fam that doesn't realize Cecil is completely different. There is also a hint from how fond he is of Ashley that he is either gay or another gender swapped person. So he's been lurking convinced Cecil is still the original evil witch and trying to kill her before she can hurt the characters he likes. At the end when Ashley catches him trying to yeet her off the balcony, he says it'll take time to crush a dukedom aka, I'm going to burn everything your family, the dukedom, has to the ground for this. Which will be a major problem since Lornah is the little brother of Cecil's friend and ally Gray.
Let me just casually try to murder someone in a public place?
I guess being some kind of Duke would allow you to do such a thing... But it won't win you any allies.

This manga chapter ends midway through chapter 23 of the novel.
The novel has really different pacing and the manga leaves out quite a bit of stuff though. If you want to skip ahead, you should probably read the side story and chapter 22 first at the very least because those weren't part of the manga at all (as far as I remember).
Edit: Oh! And in the novel, Lornah = Rona. If you start midway, that might have been confusing
