Perhaps the mom is taking loans to pretty herself up so she can find a new husband. They seem very poor by the looks of it, probably the reason why the dad left. Even her kid is in rags. The loan shark guy might just find out about it and shack up with the mom. If Chapter 3's any indication, she might be doing some less-than-gracious jobs to make ends meet.
