@sircusa actually, wouldn't it be better to do it in front of the husband (if it isn't with romantic intent), since the wife would not be pressured to hide it and cause friction. By being open about it to all parties you avoid unnecessary conflict caused by misunderstandings.

If he did it without the husband near it could be seen as secret advances, but now it can't be anything but genuine congratulations.
