Holy crap, that's incredible. Now I understand why the schools are like they are.

Out here in the wild west (Maryland), we don't have student moral officials like that. Even if a rare private school did, 80% of students would ignore, make fun of, or even threaten the representative. Most schools here also don't give 2 cents of a crap about it's reputation or conditions. I guess this is just "the grass is always greener on the other side" syndrome, because declining birthrates are a problem, but man that kind of systems sounds so desirable from where I sit.

Its not only Japan, Way to School and way back from School is in restriction of said school, if something happen on the way, school take part of responsibility. So when u come back home and leave your school stuff home and then just go do outside and u get killed or any accident happen school have nothing do with that. It's common knowledge, Zones that decide on your school are for that reason, at lest public schools.
