Keep in mind this is a Nip Highschool festival, generally most if not all booths, events and preparations are done by the students themselves so they'll also have to stay for closing and clean up right after the prom dance which is likely replacing the usual folk dance around the bonfire we see in the japanese school festivals which is typically the closing event that usually sets up the mood for couples.

Plus there will be teachers and a huge festival going on so there will be a lot of people at the school, nobody is going to have sex.

In this story, of course not. But in an alternate h-manga dimension that can't stop students in the mood.
Hidden behind curtains under some sheets in the infirmary, an unused classroom, the gym equipment storage, a toilet stall. You name it there's a handful of places they can go at it, if this was an h-manga that is.
