Not so much. Leo is a rightful person, but not that idealistic type of "I want to achieve world peace". When situation demands, Leo kill some people (actually, more than Arnold did), thing that a typical idealistic shounen protagonist don't do. Leo at first doesn't wanted to be emperor and even thinks that Arnold is more suited, but the country needs a leader (symbol) and Leo has this side.
