There are some fun things in some chapters but that is where good parts end. Art is grotesque (at least perverted parts), there is no plot, characters don't make sense, it is as if they are here for some comedic relief or fan service, which given art and lack of plot, horribly fails. MC is your usual masochistic pervert who can easily get out of any situation but doesn't. Whole concept is all over the place, starts with fake relationship of a veteran and ends with terminators.
At best, in this site, score could be 5-6. If you like to use brain when reading, don't pick this. If you want to relax and turn your brain of, this is for you.

if you want to read it. just google "The Superb Captain in the City" there's plenty of manga site that have it. close to 200 chapters translated now and the raw is close to 300
