“Brush” is also the character used to mean “scrolling (through social media)”. Basically, she is saying their only purpose seems to be like that one person on instagram/fb/whatever whose posts only reminds you they exist (and doesn’t do anything else).

I’m guessing the “powder” was the character “fen”, aka the loanword for “fan”.
CP fans usually refers to people who ship rl people together such as male idols in an idol group.
Second post is essentially calling the girl a hard core shipping fan.
