I don't see her as a mother figure, just a gaurdian which doesn't nessacerly mean a mother figure, but that's just how I see it.

I'm pretty sure it's going towards the romance route between them when he gets older though, it's labeled as both shoujo and romance and no indication of a different ml or fl, and just the general vibe is hitting and pushing the too of them together, so brace your hearts xD
