Historically, yes, a chemise dress is a little informal to be a ball gown, but I think the idea is that she’s beating Charlotte at her own game. ‘Lady Lily’ is supposedly starting a new, more casual fashion with her dress, but it will still appear ostentatious besides the light, flowy chemise. Rather than trying to be the bell of the ball, Ayla/MC just wants to cause a stir and take the attention away from the supposed FL.
