And limiting her thinking to WWI is farcical, considering the doctrines of air superiority and strategic bombing evolved in the spare 20 years between WWI and WWII. Introduce air power and the way to manufacture it, and you've invented the third dimension of warfare and increased the potential for death and destruction by orders of magnitude. I would have thought a military otaku would know this.
The gnome is right. If this technology gets into the wrong hands, it could change the history of warfare in that world. Not to mention she skipped 50 or so years of flight technology. Bombing, strafing, strategic, and precision bombing will become a thing in warfare. Scout on the otherhand can stay for a while but will be outdated tho
In WW1, all sides got aerial capability at around the same time, because the technology was already in motion in every countries before the war. It only accelerated it.
Here, her technology is so advanced that none in this world would have thought about it. It would take them some time before reproducing it, thus the side who would get it from her would have an overwhelming advantage for a while.

Anyway the lower one is the harder it is to stay flying so that jetpack could be a problem if change in altitude is too frequent.
