They did not grow up together, nor are they blood related. The MC's mother married into the family when MC was already around like 10, then Yustav was sent off to the academy ever since. They weren't even siblings for a year. They literally met only a handful of times and are more strangers than anything.

Calling it incest is a stretch. And if they are happy together and have no blood shared than who are we to judge?
