Chihiro is plenty cute. She has these small eyes which are pretty cool considering everyone else in this series has the traditional Anime eyes. Her personality is cute as well. You could probably get a boyfriend pretty easily if she didn't swap so often.
I wouldn't say Keima has fallen for her, but its quite obvious that Chihiro has feelings for Keima. Bringing him lunch and inviting him to a Chinese restaurant is some solid proof. Not only that she says she doesn't even feel like confessing to him anymore, suggesting all she really cares about his being with him (Keima).
For Keima tho, him blushing is something he has done with the previous girls. Maybe getting in a fight shows that he is taking things seriously but he does that with nearly everyone he captures, I mean if he fails then there goes his head. There isn't anything else hinting that he is in love with Chihiro...
