If the Novelupdates spoilers are correct, Chloe is an actual man. He is taking magic drugs to maintain his thin girly appearance, although he'll become manly again if he stops taking them. Duke only took in Chloe out of blood ties obligation, bu otherwise doesn't care about him at all.

This seems like a cute story, it reminds me of Becoming The Duke’s Maid or whatever that title is lol, in terms of how expressive our protagonist is in contrast to the reserved and cold demeanor of the male lead.
I’m slowly understanding why the guardians want absolutely no one paying attention to Lady Chloe. With Claude being forced into the role of a woman, he isn’t able to come into power or obtain any inheritance. It’s sad.
Interested to see the development.
