Frol is either confused or wants to confuse everyone. They (using a neutral until properly sorted) say to Tada that their dad want them to marry a warlord that has already has 8 wives - while drunk. On the other hand they expose themselves like they are another male, and it is no big deal, to Amazon. Who then clearly sees them as female. And then there is Knu who calls her "menir" while he is "vidmenir", male/female words?

Is Frol gender a bit more complicated? Are they quite naive and not knowing the body differences between male and female?
 
@kiwifb It has to do with his (using he/him cause he identifies as male and wants to be seen as one) home culture and will be explained later; but rest assured, he can tell the difference just fine. If you don't want to wait, here's the explanation given in the manga:
He comes from a planet where children are genderless and become male or female during puberty. At the right age, kids start receiving hormone treatment to make sure they become the "right" sex (otherwise the process would be random) - only the oldest one is allowed to become male in order to preserve 1:5 male:female gender ratio. Although the majority of the society are women, men are the priviledged ones. Frol has already started receiving female hormones, which terrifies him, because he sees becoming a women as being senteced to life where his only purpose is getting married and having children (with some old guy who already has 8 wives, no less).
As to Knu, his species works similiarly. "Menir" and vidmenir" refer to those who haven't gone through puberty yet and those who have but didn't become male or female.
