Cesar still learned from the mercenaries. Evgenia never stopped that. The traitor probably would have been found later anyway she just hurried it up a little.
I think she just took the place of "random character a" and was the one to tell evgenia and Cesar things instead of whatever character would have told them. So they still got the info they would have gotten just from her. That's what I'm thinking she meant.
