Whatever's happening with Uiharu can't be magic based since she seems to be using the jammers to modify her own AIM field. Most likely answer would probably be that she's been a Gemstone all along and her natural power is what is manifesting now (some sort of hyper analysis and computation ability which she's been consciously/subconsciously using all this time with her programming/hacking) while Thermal Hand is just what was developed by Academy City's esper program. Normal espers only get one power but there's only been less than half a dozen Gemstones introduced over the course of the whole index universe so who knows if the rules are different for them.

Whatever is happening isn't something entirely new generated just by her using the jammers though since she already started manifesting the markings a couple chapters back when she almost snapped after Saten got hurt.
