It was implied the girl with the Doppelganger, Kuriba I think was her name, created Indian Poker back in the Railgun arc, but she was supremely sketchy about it and her explanation was full of holes. I was hoping they were gonna explain it in this manga, but it seems they're content in just referencing the main novels while going "wink wink nudge nudge" instead of actually building a cohesive story.

The story is cohesive enough when it matters. Ayu wants to use Yuri's power combined with the Indian Poker thing which she seems to be using to gather power from all the people in the city. I'm not sure what she wants to do with all this massive, god-like power, but it's implied she might be trying to revive the kids who died during the experiment in Ideal.
