(I mean, I'm not saying Japanese people being dicks to Korean people isn't totally a common thing, to be clear. But this guy is an oaf and a caricature of impotent rage.)

@Arvadiel: I don't think I was wrong (based on later chapters, too, mind) but reasonable people can disagree.

Do note that with Korea towards Japan, it's generally not so much "making other countries look bad", as much as a much deeper personal grudge for what Japan did 80 years ago, in WWII and leading up to it (and unlike say Germany, Japan likes to pretend that never happened and/or is loathe to apologise for anything that happened—for complex reasons, I don't mean to imply Japan is better or worse than Germany in any trivial sense—which is a good part of why Korea is pissed off about it.)

Though the whole thing is much more complicated than just that, them being neighbors and all.

This author has some japanese racist issues. Seriously. He makes the dude seem so retarded and stupid for an agent sent to another country. It's like the guy is like 10 years old the way the author makes him act. Hopefully it doesn't get much worse than this later on.
