I think that the most likely scenario is that this is just a normal girl who happens to be named Kaguya and so it's made her a little eccentric.

That does mean that I'm extra looking forward to her interactions with Tsukasa, the real deal.

By the way for those who's confused. This story has made multiple references to the Tales of Kaguya-hime and the author made us believe that Tsukasa or perhaps Chitose to be Kaguya-hime from the story. So no Kaguya isn't from another manga or an old character, well as far as I know anyways.
