Ok... the only problem is there are what, 100 rulers and 100 floors? But only a handful of irregulars. If only irregulars can take the guardian's test to become ruler/admin, how did all the other rulers on each floor (just rankers) become rulers? They also weren't allowed to take the guardian tests.
