But chapter 2 and onward he is nothing but a coward. Was the story re-written or is this a flashback?

I never bullied anyone and was never picked on in school so this whole bully stories mangas are kinda weird to me since I don't know the thought process of people in this situation from either side. However, I don't think people think like that like: ohoho yeah I'm gonna beat up that dude. But that is just me
