@nanaya In the past few chapters, both Maris & Faunaria claimed they are Arbitrators who live in heavens world. However in this chapter we saw Biblia in heaven world and the small messenger told them that one of the Arbitrators who is missing in the outside world has actually returned to the heavens, who was Biblia in the last page. Meaning he was actually an Arbitrator this whole time.
