First the list is only of female because they aren’t going to go through a list with males to try and find the “girl” nobody knows

Second, I’m going to assume that since it’s a university they go through the background of those that apply and those that have had incidents with the police are flagged in the system and monitored or at least kept a file of Incase they were to go in for psychological help.

Also for a large university and only 250 that’s surprisingly small number of people with “special circumstances”.
