Having no choice is better when faced with faced with tough decisions. Doesn't matter if it's right or wrong. Even the guilt of not choosing the other is lifted from the one who makes the choice. There's a whole scientific theory about why more choices are bad.
Here, since she was having so much trouble thinking/worrying what to do, he forced her to give Honmei. That way, she doesn't need to feel guilty for giving Giri or not giving at all. Thus, she can stop worrying and won't have in regrets. Thus, he was forced to make a choice. A choice instead of her.
@ngkn92 It wasn't just about grammer. That change which you suggested changes meaning itself not just grammer.
"Was forced" means he himself was forced to choose.
"Was forcing me" would mean he forced her to choose.

So, I have finally gathered my thought about this. I can understand your opinion, so lemme present my opinion
At the start of the chapter, we can see that girl is worrying about
1. Giving friend choco
2. No giving
3. Giving love choco
And she decided "no choco" because of teacher-student relationship.
Then our guy was like "no love choco, no eating anything", it was explained in the chapter as well, he threated her, forcing her to choose the "give love choco".
And these are your words

@ngkn92 My bad. I failed to explain it properly. He made the choice of threatening/forcing her to choose one path(that is giving love choco).
The incident order:
Like you said, first she had 3 choices.
Then he saw that she having trouble choosing.
So he choose to threaten her to leave her no choice. He removed her 2 options here.
Thus she had no choice left at the end but to give him love choco.
I believe that "threatening" her was his choice despite risking that she could have easily hated him for it. He was forced to play the bad guy.
