@Panma Makoto is actually inexperienced in battle, the rings suppress his magic a lot, only a ring doesn't do much that's why he uses one ring per finger.
The reason he could defeat tomoe and mio is because his magic wasn't supressed at the time and he could just do without much problem because of it(we know how it turned out with mio tho).
