Tomoe did not encounter Misturugi. It was Makoto vs Sophie and Shiki vs Mitsurugi during the demon invasion to Lamia Kingdom.

I'm guessing that Makoto's body has an ampitude to all elements including healing but because he was born when both parents' body are still in the midst of adjusting to the Earth's environment, that why his body cannot endure and was very weak and prone to sickness and injuries. The healer did not really heal him but cut off some of his powers (wind and healing) so that his body can better adapt and support his being to the Earth's environment. Training also helps to strengthen his body like in the side stories of the WN.

The goddess told his parents to train when they are at Earth like their life depends on it and all of his siblings has to learn at least 1 martial arts in order to live like a normal earthling.
