Contrary to appearances, I am not working only on this series at the moment. Most of my time has been spent working on other series. It's just that those other series are a lot harder to do, and so take more time to work on.

So does this picture thing actually happen in this context at Japanese high schools?
 
@Hexador: Whether it is prevalent or not I cannot say, but I have seen references to such practices in other manga. And of course, manga mirrors reality, right? Seriously, though, it may happen, but if it does, the students involved are most likely punished harshly when caught. The Japanese school system we see in manga is a mix of both reality and fantasy, colored by both nostalgia and the mangaka's personal delusions.
 
@rpapo: My intuition as a writer tells me that it's a contrivance to introduce conflict. However, that is contradicted by the normalcy with which I've seen high-school-girl-photo salesmen portrayed in other manga. I suppose this will remain a mystery unless I actually do some research.
 
While I don't know if it happens in schools, taking pictures of strangers is considered a really offensive, intrusive act by the Japanese. While I was sightseeing in Akiba, my Japanese host cautioned me not to take a picture of a girl wearing a maid outfit while handing out flyers for a maid cafe. She implied in the usual roundabout way that it wasn't acceptable and could be troublesome (how, I'm not sure and my host didn't elaborate).
