The only Costco I've ever went to was in Japan (as there is no Costco in my country) and they had the 200 Yen hot dog + free refill soda and the delicious 400 Yen Bulgogui bake, the food court there was busy as hell as it was the cheapest place you could eat in town, and it was in a university town, so lotsa broke students went there for a grub.
