While Tanaka was querying his sisters, Ueno could have used the glove on her legs, or Yamashita could have taken the glove and used it on Ueno's legs.

@Oeconomist, the whole point is to make Tanaka rub Ueno's thigh. Removing the leg hair by themself when Tanaka goes out is defeating the purpose.

That was certainly the initial purpose, but when Ueno became uncomfortable with the idea that Tanaka would learn that she had leg hair, it was time to re-prioritize.

At that moment, if a re-evaluation of priority are to be taken, then it would be to convince Tanaka that it's USUAL for girls to have leg hair. If she clean her leg hair at that moment, then Tanaka will be convinced that it's UNUSUAL after all for girls to have leg hair instead, and Ueno, knowing full well that she's actually a girl that grew leg hair naturally, will forever be burdened by the fact that in Tanaka's mind she's considered not normal.
Granted it's honestly silly of her to got concerned heavily about Tanaka's view of her when the first chapter basically have her requesting him to drink her piss, but hey, Ueno's genius stupidity and amateurish understanding of love and romance is some of what this manga is about.

No. Neither Ueno nor Yamashita had or could get much control of the process of what Tanaka would come to believe on that day. In the end, Ueno just got lucky with who appeared and provided an answer. And, no, she would not be burdened with maintaining the illusion indefinitely, because she would subsequently have had enough time to ensure that he became more knowledgeable about leg hair. (And she could always blame him for her need to establish a pretense, if she felt that this pretense were amongst those that she needed to defend.)
These stories are typically propelled by the failures of characters to recognize things, and not simply aspects of love and sexuality; there was an obvious path to safety that neither Ueno nor Yamashita saw.

Then let me ask you, why are you so sure that getting rid of the leg hair right then and there when Tanaka went to his sisters would somehow clear the misunderstanding and make Ueno confident again?
For Ueno, Tanaka is basically indirectly mocking her as a "hairy" girl. At that point the only salvation is bringing up the idea that being "hairy" is not something a girl should be ashamed of. This is why Yamashita immediately tried to salvage the situation by saying it's normal for girls to grew leg hair. Then notice how Ueno is becoming more depressed when Yamashita confess that she's not a "hairy" type. Hence, the reason why, as you put it, Ueno or Yamashita didn't see the OBVIOUS path to safety is because it doesn't lead to safety at all.
Regardless of whether they'll manage to convince Tanaka or not in the end, they both (or just Yamashita, considering Ueno is out of commission due to the depression) can see that cleaning the leg hair at that point doesn't help Ueno's case in the slightest.

EVERYONE GROWS HAIR BE IT IN THEIR HEADS OR THEIR PRIVATES. of course there are exceptions where a person if male will not grow mustache and/or beard and very exceptionally leg or private hair. And if the person is female then leg or private hair.

Don't you get it what is the true problem here? It's basically all on Ueno. It's a psychological problem. It's not something physical like cleaning the leg hair gonna solve. Why is it so hard for you to just admit that NOT cleaning the leg hair right then and there is not something they should take blame for?

Losing a basis for rejecting her as feminine doesn't mean that he'll reach a positive conclusion that she's feminine, let alone that he'll deliver an acknowledgment of her femininity.
I noted how Ueno and Yamashita could achieve their objectives by using the glove while Tanaka is absent. You want to impose a set of objectives upon Ueno, and then say that removing her leg hair is irrelevant or contrary to those objectives.
