As a guy who has completed this series, I recommend you read carefully through this arc. The tower arc has one of, if not the most complex mind games in manga as a whole. I don't want to spoil much, but it doesn't help that there's an pretty long interval as well. Don't hesitate to reread if you feel stumped. For me, it took me 2 rereads to understand what had happened. It's that complicated but it's also one of the best arcs (imo) in Usogui, so just be prepared for the big brain plays you're gonna see.

this is my third re-read, and so far i've understood everything, except why baku had THIS gamble on the tower
sure, he needed to have a kakerou gamble on the tower so that the police couldn't go in and cancel the broadcast, so he could scare the 21 l-file users into giving into the karamete, but why does he have to have that game with forehead iron man specifically? couldn't he just call up kaji and play a really long game of ping pong, where whomever wins gets the right to get free reign on the porn VHS that they own? baku is betting 50 billion and the karamete, all of these things are already his, what does he gain from this bet?
